In performing the SCA role to achieve economic development and increase the volume of investments in the UAE, and due to the remarkable development of the capital markets and the diversity of the new financial activities, and in order to enhance the efficiency of the UAE markets, create an attracting legislative environment for investment therein, protect the investors' rights, and increase the effectiveness of the supervisory and regulatory role of the SCA to be in line with the objectives assigned thereto and the requirements of the relevant international organizations, and in line with the best international practices, the SCA has developed a draft law to amend the Federal Law No. (4) of 2000 concerning the Emirates Securities and Commodities Authority and Market so as to provide the SCA with the necessary legal vehicle to keep abreast of the above developments and requirements; and out of the SCA’s interest to involve all parties associated with the securities industry to assess all legislations related to the SCA, therefore, the SCA invites all parties to review the above draft law and contribute with their comments and suggestions supporting its development and improvement through the provision of detailed comments and suggestions or through a general assessment of the draft.
