Adoption of innovative technical applications package as follows:
- Electronic voting for shareholders of General Assemblies by using blockchain.
- Initiative of conducting remote investigations.
- E-Gate Licensing Initiative through cooperation with Open Text.
- Initiative of an electronic system for self-assessment and measuring the level of compliance and risks for licensed companies (Intelligent regulatory report).
We show those applications in some detail as follows:
Electronic voting in the general assemblies of companies
The SCA worked on the electronic voting mechanism in the general assemblies of companies. A teamwork was formed of the SCA, Abu Dhabi Securities Exchange (ADX) and Dubai Financial Market (DFM) and an implementation schedule has been prepared. After completing the initiative, the SCA, in cooperation with ADX and DFM, participated in GITEX by launching a new mechanism to shareholders for remote electronic voting on decisions related to general assembly meetings of the local public joint stock companies in the State. The new mechanism will be applied through the local financial markets during the coming period, so as to involve as many shareholders as possible in the decision-making process, overcome the problems of incomplete quorum and having to postpone the general assembly meetings, bring more transparency and clarity to the company's decisions and enhance the role of shareholders in the formulation of corporate policies and decisions. The electronic voting is an effective tool and mechanism aiming at developing the stock market in the State and falls under the framework of the policies adopted by the SCA in completing the integrated electronic environment that serves dealers and fully automating the stock market so that customers can access integrated electronic services regardless of their location and whereabouts.
Remote Investigation
The remote investigation initiative is one of the important initiatives launched by the SCA in Innovation Week 2015. The initiative focus is that the SCA, upon conducting the investigation, will use a modern technology simplifies procedures and saves effort, time and cost, where the investigation session will be conducted through visual video via mobile phone. Therefore, the requested person will not be required to attend the SCA, knowing that the application used for this purpose will provide the following:
- Recording and retrieving all calls whenever the SCA so wishes.
- Exchanging documents through the application.
- Chatting via video calls or writing.
- Saving all information through the SCA.
The SCA has cooperated with one of the companies providing such applications. The application was subjected to a trial period and its success and ease of use were verified.
Electronic Licensing Portal
The SCA is implementing the e-licensing portal initiative through which it seeks to provide licensing and related services through a unified electronic portal that brings together all parties concerned with licensing companies without the need to submit or receive any paper documents and visit several authorities to apply for licensing. During the first phase, the SCA has held several meetings with the related parties to present the idea and the initiative implementation method.
The intelligent regulatory report for measuring the level of risk and compliance
There is an initiative to prepare a standardized form for corporate internal control reports, which includes the minimum legal, technical and automated requirements required for the corrective procedures by accessing to an electronic system allowing the regulator to prepare and send the report to the SCA. The program issues immediate warnings that measure the degree of compliance and risks of a company so that the SCA and the company can be informed about the extent and volume of the compliance and degree of risk at the same time. The initiative aims at the following:
- Quickly and effectively monitoring and addressing errors, violations and risks.
- Improving and strengthening the role of corporates self-control.
- Increasing efficiency and effectiveness of the used inspection mechanisms, instruments and procedures.
- Relieving burdens and filling the deficit in the number of employees at the department.
- Contributing to the promotion of innovation culture through the development of innovative regulatory methods and instruments.
