SCA organizes a workshop on regulations concerning terrorist lists and the implementation of Security Council resolutions on terrorism suppression and prevention


 As part of its efforts to set in motion an action plan developed by the National Committee for Combating Money Laundering and the Financing of Terrorism and Illegal Organizations to close gaps in technical compliance, the Securities and Commodities Authority (SCA), in collaboration with the Committee for Goods and Materials Subject to Import and Export Control (CGMSIEC), organized a workshop on the mechanism for implementing the 2019 Cabinet resolution on the lists of terrorists and the implementation of Security Council resolutions on the prevention, suppression, and financing of terrorism and the prevention and financing of weapons of mass destruction and the relevant resolutions.  

H.E. Talal Mohammed Al Tunaiji, Director of the Executive Office of the CGMSIEC, opened the workshop by talking about the CGMSIEC’s role in tightening control of exports and limiting the proliferation of weapons of mass destruction pursuant to local and international policies, legislation, and partnership agreements. 

The workshop, delivered by CGMSIEC members, addressed topics related to export and import control system, international legal frameworks, the strategic goods list and the materials subject to control, applications to import and export strategic goods, the UN Security Council Consolidated Sanctions List, and the UAE Cabinet’s List of Terrorists. 

The workshop reviewed the role of the private sector and the financial institutions in this regard and highlighted the importance of staying abreast of the updates to the UN Security Council Consolidated Sanctions List by subscribing to the CGMSIEC’s website to receive updates and notifications.

The workshop, held in SCA’s Dubai office, was attended by the CGMSIEC members and chairman in addition to members of SCA’s Committee on Anti-Money Laundering and Combating the Financing of Terrorism. 

The CGMSIEC was established pursuant to Cabinet Resolution No. (3/299) of 2009, with an affiliate executive office that serves as a communication channel with other countries and international bodies operating in the field of export controls. The office is also responsible for circulating resolutions issued by the CGMSIEC and following up on the implementation of the Security Council resolutions and other resolutions by relevant regional and international organizations. This comes as part of efforts by the country’s government to maintain peace and stability and promote partnerships with the region’s and the world’s countries to create a world free of weapons of mass destruction.
